OSAKA -- The Osaka Municipal Government opened a controversial new homeless center Friday morning in Nagai Park.

The fenced-in shelters, located in the southeast corner of the park, consist of 12 sleeping quarters, two communal rooms, and shower and laundry facilities. There are also doghouses for those with pets.

Although the facility can accommodate up to 250 people, the city said that only about 130 of the estimated 219 homeless believed to be living in Nagai Park have expressed an interest in moving into the facility.
