An Atomic Energy Commission panel said Japan will apply to host an experimental nuclear fusion plant being developed jointly with Western European countries and Russia, according to government officials.

The International Thermonuclear Experimental Reactor is designed to use fusion to make electricity -- similar to the way the sun creates its energy.

The decision is likely to draw controversy in Japan, although the city of Tomakomai in Hokkaido, the village of Rokkasho in Aomori Prefecture and the town of Naka in Ibaraki Prefecture have already declared themselves willing to host the reactor.
