Prime Minister Yoshiro Mori's newly formed Cabinet was the immediate target of a shower of criticism Tuesday from opposition parties.
Yukio Hatoyama, leader of the Democratic Party of Japan, the largest opposition force, said the new Cabinet is like an evil omen emerging at the end of the century.
The new Cabinet members' portfolios are designed for the respective ministers to retain their vested interests, Hatoyama said.
