The National Police Agency released a draft report Friday on reforming Japan's police force that calls for the creation of a center to handle public complaints in a bid to foster trust in the scandal-tainted force, NPA officials said.
The draft also proposes recruiting more than 10,000 police officers over several years to meet public demand as well as to strengthen the functions of police posts amid an increase in stalking cases. The NPA will seek funding for 2,775 extra officers in the 2001 budget, the officials said.
The NPA is expected to submit a bill based on the draft to an extraordinary Diet session scheduled for September.
