A trade ministry advisory panel has released a draft report Thursday that calls for terminating Nippon Telegraph and Telephone Corp.'s monopoly on local telephone networks.

The report, drafted by the Industrial Structure Council, an advisory body to the minister of international trade and industry, calls for creating new intracity phone networks to neutralize NTT's control of the market.

To this end, the report effectively proposes reducing NTT's 67.1 percent stake in mobile phone subsidiary NTT DoCoMo Inc. to allow it to compete with its parent company in local phone services.
