World leaders at the "millennium summit" of the United Nations in September will call for enlargement of the U.N. Security Council, in a declaration to be adopted at the summit, according to a working draft seen Thursday.

Japan has been pushing for a permanent seat on the Security Council.

The draft says U.N. leaders will call for "the speedy reform and enlargement of the Security Council, making it more representative, effective and legitimate in the eyes of all the world's peoples."

If adopted, it will be the first time an official U.N. document has stipulated speedy reform and enlargement of the council.
