The Atomic Energy Commission on Monday proposed resuming the operations of Monju, a prototype fast-breeder reactor that was mothballed after an accident in 1995.

Fast-breeder reactors burn plutonium reprocessed from spent nuclear fuel, producing surplus plutonium during the generation process that can be used as fuel again.
