To liberalize telecommunications and encourage competition through foreign direct investment here, Japan needs to develop an effective framework for regulating dominant carrier NTT Corp., according to Erkki Liikanen, European commissioner for enterprise and the information society.
"The difference between Europe and Japan is that we have an independent regulator in all countries whose only task is to guarantee that telecom liberalization will take place according to law," Liikanen said in an interview.
"It's not the governments. It's independent regulators who have started to run this (in Europe)," he added.
