A record high 1.068 million people per month on average received unemployment allowances in fiscal 1999, breaking the previous record set in fiscal 1998, the Labor Ministry said Tuesday.
The average for the 12-month period through March 31 was up 1.5 percent over the fiscal 1998 average, which had shot up 17.1 percent to 1.053 million, the ministry said.
In fiscal 1998, the number of recipients of unemployment allowances under the state-run program topped 1 million for the first time ever on a monthly average basis.
