Japan and China are considering upgrading a bilateral forum for security affairs to the deputy ministerial level as part of efforts to promote mutual understanding of each other's security policy, government sources said Tuesday.
The sources said that an agreement on upgrading the security dialogue may be reached at the next meeting, expected to be held in Tokyo as early as next month.
