A Health and Welfare Ministry panel on organ transplantation has drafted a report proposing that the current law be revised to enable the harvesting of organs from brain-dead patients with the written consent of family members, sources said Wednesday.
The proposal is expected to attract public criticism because the proposed revision would overturn the basic principle of the current law, which requires prior written consent from donors.
The current Organ Transport Law specifies that an individual must have signed a government-authorized organ donor card to be diagnosed as brain dead with the intention of becoming a donor.
